Our main clients are federal government departments and agencies and not-for-profit organizations. We have also provided consulting services to provincial and municipal governments, private companies, industry associations, universities and foreign governments.

Since our firm’s inception in January 2002, we have carried out over 300 successful consulting projects. Recent examples are the following:

FEDERAL GOVERNMENT

Public Health Agency of Canada – Kelly Sears is providing performance measurement services to the Antimicrobial Task Force, to develop a performance measurement strategy for the Pan-Canadian Action Plan on Antimicrobial Resistance. This work began in December 2022 and will continue until March 2024. In June 2023 the company was awarded a contract to assess the Canadian Pandemic Influenza Preparedness planning guidance document, to recommend a way forward following the COVID-19 pandemic. This study will involve extensive consultation with public health professionals across Canada. The final report will be prepared in March 2024.

Department of Canadian Heritage (PCH)- In 2018 Kelly Sears was awarded a five-year standing offer to provide evaluation services to PCH. The firm has been providing evaluation services to Canadian Heritage since the early 2000s. In 2023 we supported the Evaluation Services Directorate in an evaluation of the Local Journalism Initiative. In 2022 we conducted an evaluation of Building Communities Through Arts and Heritage, which involved interviews with funding recipients. Kelly Sears also supported the Evaluation Services Directorate in an evaluation of Sport Canada programs and of the internal Communications Services function. Kelly Sears has conducted numerous other evaluations, including evaluations of the Museums Assistance Program, Multiculturalism Program and the Canada Media Fund.

Canada Mortgage and Housing Corporation – In March 2019 Kelly Sears was awarded a five-year evaluation standing offer contract. We are currently conducting an evaluation of the Rapid Housing Initiative, which was introduced in 2020 to provide affordable housing for homeless people and others in severe housing need. This evaluation involves interviews with project proponents (municipalities and not-profit organizations) across Canada. Kelly Sears conducted a review of CMHC’s Housing Outlook Conferences in 2016, which were held in many cities across Canada annually, and which provided information on housing outlook trends and forecasts to industry professionals. That study involved interviews with industry leaders across Canada along with surveys of conference attendees and non-attendees.

Canadian Space Agency – Kelly Sears has conducted several large-scale evaluations, including evaluations of: the International Space Station Assembly and Maintenance Operations Program, Canada’s Contribution Agreement with the European Space Agency, the CASSIOPE and NEOSSat satellite missions, and the David Florida Laboratory. In partnership with Hickling Arthurs Low, we have completed several other research studies, including a study of earth observation researchers in Canadian post-secondary institutions and a study on how the CSA can best support the needs of Canadian companies and universities in designing and testing upstream space hardware.

NOT-FOR-PROFIT SECTOR

CADTH – Kelly Sears in collaboration with BBMD conduct an evaluation of CADTH, a not-for-profit organization that assesses and reviews health technologies. The final report is available here

Canadian Partnership Against Cancer – Kelly Sears partnered with BBMD Consulting to conduct an evaluation of the Electronic Surgical Synoptic Quality Initiative and the Person-Centred Perspective Program.

Canadian Energy Efficiency Alliance (now called Efficiency Canada) – Kelly Sears conducted two strategic reviews and assisted the Board of Directors in preparing strategic plans on multiple occasions.

The Toronto Centre – Development and implementation of the organization’s performance measurement framework and dashboard and conduct of an evaluation study of the organization in accordance with its contribution agreement with CIDA.
